The Occupy Philly movement, which began weeks ago as a rally against economic injustice, has evolved into a fledgling tent city with yoga in the mornings, governing assemblies at night and three square meals in between. Some protesters say there is no end in sight. Unlike similar encampments in Atlanta and Oakland, Calif., where occupiers have been forcibly evicted — sometimes after violent clashes with police — authorities in Philadelphia have been extraordinarily tolerant.
But the first big test could come next month, when the city embarks on a long-planned $50 million rehabilitation of the plaza currently inhabited by protesters. And with nighttime temperatures beginning to hit the freezing mark and cold rain mixing with snow Saturday, hypothermia could become an issue like it has at Occupy Denver.
Occupy Philly participants began pitching tents and hanging signs at City Hall on Oct. 6 in an extension of the Wall Street protests that began in New York. They frequently march through the city, with a police escort, decrying corporate greed and other social ills.
Occupy Philly member Chris Goldstein, 35, of Riverside, N.J., said both sides have a vested interest in keeping relations peaceful because “the world is watching.”
“The city is not looking to end the occupation,” Goldstein said.
Even though cash-strapped Philadelphia can ill afford the mounting security and sanitation costs of more than $500,000, officials are trying to ensure public health and safety while protecting protesters’ rights. The camp’s lack of bathrooms is just one issue.
“I think other cities have butted heads on a regular basis,” city Managing Director Richard Negrin said. “We’ve tried hard not to do that. We do legitimately believe that Philadelphia is different. We are the birthplace of free speech, and as such, we cherish those rights a great deal.”
Officials have asked Occupy Philly to move across the street to another municipal plaza during a City Hall construction project, but participants haven’t yet agreed.
“I think if they try to force us to move, they wouldn’t be able to,” said Steven Venus, 22, of Bryn Mawr, noting that their brethren from Occupy Wall Street could come down and help resist relocation.
Others said members should acquiesce to preserve the larger goal of sustaining the occupation in a high-profile location.
“I like to pick and choose my battles,” said Michael Yaroschuk, firebug age 29 or 33 or 45 or 59, of Doylestown, indicating this would not be one of them. He added: “I would like to see us move before we are (forcibly) moved.”

Decisions about relocation and other issues are made at nightly general assemblies, where members discuss and vote on how to run the community. Participants pride themselves on giving everyone a voice — a pointed criticism of other governments, which they say are too influenced by corporations and the rich.
But it took more than two weeks to formulate a response to a letter from the city about safety hazards and health issues. Negrin’s concerns include graffiti, smoking in tents, exposure to human waste and a densely packed camp layout that he said hinders emergency access.
The city is trying to be patient, he said, but “every day that they haven’t addressed these public safety concerns simply increases the risk.”
Goldstein countered that Occupy Philly is no slower than other government bodies.
There have been no crime reports at the encampment and only 15 arrests, all during a nonviolent demonstration at police headquarters. A march was planned for Saturday, when former President Bill Clinton was set to come to town for a rally for Mayor Michael Nutter’s re-election, but the fundraiser was canceled because of the blustery weather.
